what exactly is this that is making the noise

It's called a power ball. It's a ball with a rubberized grip that covers most of the side of the thing. There's a gyroscope in it, which you wind back kind of like a hot wheels car, then you let it go and it begins to spin. You then have to keep it going by making this stirring pot motion. I've put some effects on it to make it sound cooler.
